Hard to say. Only the State Minister and the previous Prime Bimbo are eligible to run in the first place. Lilly did such a great job last term and things were very smoothly so it feels quite natural to continue that :)
It is quite a bit of responsibility to take on on top of the state, and I for one don't think I could do better. Can't speak for the others of course but overall not one of us five active SMs was interested in running this time whereas LillyAnn was

Either there is a bug, (I was forced to vote and only LillyAnn as an option) or this needs to be changed somehow so there either is a choice or no election at all

There wes PB election in October and only I was in the poll. There was SM election in December and only one person from your state was in the poll. This election is not the first one for you so the one could easily assume you know already how these polls work. You were 'forced' to vote for only one candidate in December SM election who was inactive as well, yet you were not concerned about that back then even our state hangs without SM now. 

The system cannot know in advance how many participants are going be, as explained in the first post participants can add their program and apply for election the last day until the last 6 hours. Adjusting polls based on the number of candidates each time is probably unnecessary step coding-wise.
I agree it would be good to have skip option in case someone doesn't want to vote at all no matter of the number of candidates, it was suggested a few times already for several practical reasons but nothing has changed since then.

If you ever feel like being 'forced' to vote for anyone you can just not vote and wait for the 2nd in that month to log in again. So far that's the only solution for 'forced' voting.

Why was only LillyAnn running though?
As Melp explained already and I did too in the first post, only SMs and current PB can participate in PB election. This time and in October it happened to be only me. Participating is a choice.
SMs may choose to skip some PB election for various reasons... Maybe it's their first term as SM and the way elections take place through the year if it's their first term it means they have been SMs for 2 months only. That being said, maybe they prefer having at least one full SM term, maybe they enjoy their current jobs as SMs, maybe they just want to gain more experience, etc.
Others have been SMs already either continuously for a few terms or with a break. They may choose to stick to SM role for the badge for instance, they may just prefer being SMs for other reasons such as not having enough time for duties beyond SM duties and similar, or again maybe they just enjoy their current position as it is. 



Anyway, we have had problems with having very few candidates for SM election for a while already, considering all states. Some states barely had one senator who was up for SM role while other states got inactive SMs because it was the only option. There are almost always about 100 active senators who can opt to run. They have a choice of course and may choose to take part or not.
Everyone who thinks options are limited or they've been forced to vote for someone they don't want to vote for, please go ahead, become a senator and take part in April SM election and if you become SM then you can take part in June PB election. That's the solution for your problems and questions. If you want a change - become a change. Take some initiative instead of passively watching while being disappointed with the given options.

I want to become Prime Ximbo. How do I do that?
Any Ximbo citizen can become Prime Ximbo using the democratic process. Its a 3 stage process from Senator>State Minister> Prime Ximbo. All Ximbo citizens can vote in general elections but in order to put themselves forward to become Prime Ximbo they must first become a Ximbo senator. All Ximbo senators are electable as state ministers. State Minister elections take place every 4 months also. Only state ministers are eligible to then become the Prime Ximbo.

Can I become Prime Ximbo more than once?
Yes ­ a Ximbo can hold the position of Prime Ximbo for 3 terms max.

How often do elections take place?
The Internet republic of Ximbolands holds elections every 4 months for Prime Ximbo and 4 months for State Minister.

Where do important discussions take place?
The Forum.

What is the treasury/Prime Ximbos salary?
The treasury/salary is the bank account of the Internet republic of Ximbo land. This figure is transferred to the paypal account of the Prime Ximbo at the end of their 4 month term in charge.

How is the treasury calculated?
The treasury is funded by the Ximbo citizens.
A percentage of the money paid by Ximbo citizens via Paypal and SMS is transferred into the Ximbo treasury. The rest is wisely used for further game development.
