oops, i got a response from lilly about it and totally forgot to upload the screenshot i took. here's what she had to say:it's been a bit since this was being discussed but I wanted to throw in my two cents as a fairly new player, doing the tutorial and leveling up does give you a fairly substantial amount of money and stuff to get you going. it's nothing crazy and probably nothing you can win a site-wide fashion contest with since you'd be limited in resources and people tend to vote for more complicated looks but you could probably make a look and pay a $500 fee fine enough
i'm not fully sure why it's $500 either, i assume it's just been that because that's what they picked at the start and nobody ever felt like changing it. i think you may get some money from doing the tutorial and leveling up, which could go towards that, but i'm not really sure how much that is as it's been quite some time since i made my account.

put themselves forward to become Prime Ximbo they must first become a Ximbo senator. All Ximbo senators are
electable as state ministers. State Minister elections take place every 4 months also. Only state ministers are eligible
to then become the Prime Ximbo.
Can I become Prime Ximbo more than once?
Yes a Ximbo can hold the position of Prime Ximbo for 3 terms max.
How often do elections take place?
The Internet republic of Ximbolands holds elections every 4 months for Prime Ximbo and 4
months for State Minister.
