I'm unsure about that system.

I do understand where the idea comes from, as its natural to want to give perks to people who help keep the site afloat most directly.
My concern though, is that this method rather does away with the democracy of the website: instead of the people leading, the imbalance of power in the payer's hands compared to the average citizen when it comes to the choice of government leads to an oligarchy of the rich. In that regards, the governments picked wouldn't perfectly represent the needs of the people, but of the richest people of the population.
If giving more power as a perk to senators, I think it should at least be lower than 5 votes, simply because when looking at the userbase size, 5 votes seems enormous compared to the percentage of active players.

Agreed, 5 versus 1 is a big disparity especially when there is often a low voting base in elections and potentially could really sway election results and be seen as undemocratic.

Is the proposal open to all all players holding senatorship at the time of voting - i.e. those who paid for it themselves, those who had it gifted to them and those using senator artifacts?

I agree with the above remarks. It's good to be thinking about more perks for senators but this really is too extreme considering the small number of active voters on the site.
I don't believe the democracy of the site should be compromised as a paid perk. If there was to be a perk like this added to the site I think it would be more appropriate to bestow it upon users above a certain level so that the most active users have a more powerful impact on elections since the most active players are the most affected rather than those paying.

If there are multiple candidates, hypothetically, can the senator split up their votes? Or would it all go towards 1 candidate, just with more weight?

I agree with all of you. If we must have different no. of votes, I'd say max 2 votes for senators, but not 5.
As for the questions: I guess players could pay for be gifted, but not use artifacts to have more votes. The question Cinnamon asked is a good one and we'll take it into consideration if this happens, but I guess all votes would go to one candidate.

Splitting votes sounds cool!

I like the idea of Senators votes having some extra weight mostly because of well-hidden alt accounts, assuming someone won't buy subscription for all alts just to vote and rig elections. Tho 5 could be a bit too much imo.
Also if this suggestion gets votes and become implemented, artifact senators shouldn't count imo because it would defeat the purpose of the change.

Doesn't matter if only one person runs. But I say 3 votes at most and not 5, though senators having a little more makes sense. Is it 1 vote = 5 from a senator or can a senator split votes between different people?

I want to become Prime Ximbo. How do I do that?

All Ximbo citizens can vote in general elections but in order to put themselves forward to become Prime Ximbo they must first become a Ximbo senator. All Ximbo senators are electable as state ministers. State Minister elections take place every 4 months also. Only state ministers are eligible to then become the Prime Ximbo.

Can I become Prime Ximbo more than once?
Yes ­ a Ximbo can hold the position of Prime Ximbo for 3 terms max.

How often do elections take place?
The Internet republic of Ximbolands holds elections every 4 months for Prime Ximbo and 4 months for State Minister.

Where do important discussions take place?
The Forum.

What is the treasury/Prime Ximbos salary?
The treasury/salary is the bank account of the Internet republic of Ximbo land. This figure is transferred to the paypal account of the Prime Ximbo at the end of their 4 month term in charge.

How is the treasury calculated?
The treasury is funded by the Ximbo citizens.
A percentage of the money paid by Ximbo citizens via Paypal and SMS is transferred into the Ximbo treasury. The rest is wisely used for further game development.
