The easiest way to solve this problem would be to give the members unlimited voting rights. Say, three are still being rewarded, but if you go on voting after that, you are voting without getting anything out of it except the pleasure to have voted on a debate. Yes a Ximbo can hold the position of Prime Ximbo for 3 terms max.
How often do elections take place?
