See, 3d models are generally made up of polygons. This is a quick explanation from the internet, I am not articulate enough to explain what polygons are myself: Polygons are straight-sided shapes (3 or more sides), defined by three-dimensional points (vertices) and the straight lines that connect them (edges)
Whereas 2d images consist of pixels. And pixels are just squares. One dimensional, coloured squares. Trying to stretch 2d images as small as the ones used in Bimboland's clothes would quickly end at blurry discoloured messes. If it was done via some automated code anyway. You can edit the clothes by hand while retaining quality. Depending on what you wanna do you'd get by with just the liquify tool on photoshop, but the more you wanna enlarge an image the more you need to involve manual drawing/painting/blurring/whatever.
I'm sorry if this seems spammy or something, but one of the things in life I just find neat is the structure of digital images. So anyway, the reason sims can do clothe stretching is because it's a 3d format, thus it can take advantage of the versatility of polygons. And tiny bimboland jpgs just cant. It's really neat though. I know that's weird, leave me be.
