Intelligence is not revered anymore thanks to quick answers, short-attention spans and no sacrifice needed to achieve things thanks to instant-gratification societies we live in. People don't want to learn because why bother excel at something when you can just post pics of your ass on Instagram and get "famous" for it. I am still stunned at how many people are called "celebrities" and yet if you ask most people they won't know what for. Time was you actually had to have a skill or talent but now ... go on a reality show, get naked or be "controversial" or just actually be stupid and suddenly you're on the cover on magazines.This post is so accurate I had to re-post it, with my full attention on what is totally TRUE.
In the UK, I fear there is a complete schism in the culture - there are actually going to be kids now where 2 generations of parents before them have never had jobs, don't appreciate the free education that is given to them and baulk at being able to improve themselves.
TV is dumbed-down to point that people have to be spoon-fed information in 30 second bites for fear of them losing interest. This is how fake-news can prevail as people are not taught how to think critically about anything, not pushed to develop their own views and ideas, where government and advertisers are paraletic with fear that the populous may have some brains.
To answer the OP - yes, on the whole, stupidity IS on the rise. But that's just my opinion...

electable as state ministers. State Minister elections take place every 4 months also. Only state ministers are eligible
to then become the Prime Ximbo.

Yes a Ximbo can hold the position of Prime Ximbo for 3 terms max.
