I feel the most successful when people don't notice my existence though?
I come in, I silently vote in those debates on page 14, scrounge together a few dollars here and there while making as few waves as possible. Reputation isn't that important to me and money will come with time, so I really don't like to speak unless I have something to say.

But, if you really want the various states to matter on a player level, they really need to have specific private/restricted access forums on that level. There are a bunch of Freethinkers who are pretty boisterous on their own, so I can find their town hall super easily, the Agnostica State Capital is really hard to find, and that's my primary stomping grounds.

If there was a forum to locate that kind of conversation on the state level, we wouldn't need people to change the way they want to use the General Discussion Forum. Maybe I would want to send a message to my state that I wouldn't want to get out to the general public.

It would also be nice to know what the active population is, even if it's just number of people logged in per week, per state.

I agree. That's actually not a bad idea. Seeing how many are present in each state can help the senators engage with new players.

I think both things, that and having private forums for each state sound good!
Probably levels/ achievements will be involved with the different cities in the future

I like these ideas, especially Jazlynn's. The private state forums could make the different states more unique and more like separate communities within Bimbolands. Maybe it would make it easier to connect on a smaller, less intimidating scale than the entire forum. That being said, the site doesn't have an overwhelming amount of people right now, but encouraging state pride and diversity could still help people connect and have fun.
